Brief

The North East Inner City (NEIC) YPAR programme is an interagency initiative that brings together statutory, voluntary and community services to meet the needs of young people at risk in the area through a collaborative and co-ordinated approach aimed at improving all aspects of the young person’s life.  YPAR defines a young person at risk as a child/young person aged 0 to 18 years experiencing significant personal, family, educational or social problems.

Objectives

1. Establish an interagency protocol to enhance co-operation, collaboration and information sharing.
2. Ensuring the voices of young people will be an integral part of all YPAR structures and programmes as a means to inform the needs of young people.
3. To successfully demonstrate the effectiveness of YPAR as an interagency model  and ensure this is used to inform service delivery and  policy development for at risk young people.
4. Sustain effective organisation structures to facilitate an interagency approach to the provision of services to young people at risk.
5. Implement an effective Communication and information strategy to support the development, learning and sharing of the YPAR model.

YPAR has a number of structures in which it works through to achieve its objectives. These include;

• A Steering Committee that sets the YPAR work priorities and is made up of key community and statutory agencies working with children and young people  including; Youth Projects, HSE, Schools, Garda, Probation Services, Irish Youth Federation, City of Dublin Youth Services Board, Dublin City Council, National Education and Welfare Board and local Community Projects
• 0-5 Working Group focusing on this age group re pre-schools, early intervention and transition to primary school.
• 5-12 Working Group supporting the needs of this age group focusing on school, play, safety, leisure, family supports etc.
• Foreign National Young People’s Group work on  issues in relation to access to education, health, justice and other state services, racism,  legal status (leave to stay) etc.
• The Meitheal & Practice Working Group which oversees the work of the Meitheal & Practice Protocol. This is intensive interagency support initiative to young people and families who are experiencing particularly difficult problems.
